Board of Commissioners 

Snoqualmie Valley Health (King County Public Hospital District No. 4) is governed by a five-member Board of Commissioners, elected by voters of East King County to six-year terms. The regular meetings of the Board of Commissioners are held monthly via Teams on the fourth Thursday of each month at 6 p.m. See the meeting schedule link below for meeting dates. Public records are available upon request under the Public Records Act (RCW 42.56). Requests for governance documents, board records, or other legal materials may be submitted to ensure compliance with state regulations.

NOTICE OF COMMISSIONER CANDIDATES FOR POSITION #1
The King County Public Hospital District No. 4 Board of Commissioners has nominated Robert Angrisano, Jonathan Pearlstein, and Danny Scott to fill the vacancy for Position 1. The final selection will take place at the regularly scheduled Board of Commissioners meeting on Thursday, May 28, held via Teams.

Mark Bowers

Mark Bowers brings more than four decades of clinical experience to Snoqualmie Valley Health, with a career rooted in compassionate, patient-centered care. A certified Physician Assistant, Mark earned his credentials from the University of Washington and went on to complete both his Bachelor of Clinical Health Services and Master of Physician Assistant Studies through the University of Washington and the University of Nebraska.

Mark served as a Medical Officer in the U.S. Navy before retiring in 2003, and has remained deeply engaged in public service throughout his career. He has contributed to his community through roles as a commissioner focused on development and policy planning in the City of Issaquah, and now serves as a commissioner for Snoqualmie Valley.

With a strong belief in the future of local healthcare, Mark is passionate about the growth and innovation happening at Snoqualmie Valley Health. He is excited to see expanded access to services such as surgical care and specialty services, alongside continued strength in emergency, mental health, primary care, imaging, lab, and therapy services. He also values the expansion of community-focused resources, including new clinics and wellness-centered spaces that support healthier living across the Valley.

Originally from Anacortes, Washington, Mark has been a longtime resident of Preston for over 30 years. He and his wife have one daughter. Outside of his professional work, Mark enjoys life on a small farm, spending time in nature, traveling, stargazing, and being with family and friends. He has also served as a docent at the Issaquah Salmon Hatchery and as a gymnastics coach.

Jen Carter

Jen Carter is a healthcare information technology consultant with twenty years of experience specializing in clinical data informatics and interoperability. She empowers physicians and their teams with the information they need to make the best choices when treating their patients. Bringing experience from her day job serving healthcare organizations from coast to coast, Jen is delighted to support best practices and modern innovation at Snoqualmie Valley Hospital. Jen is an active participant in relevant professional organizations including HIMSS (Healthcare Information and Management Systems Society) and SHIEC (Strategic Health Information Exchange Collaborative) and holds a healthcare data standards credential as a certified HL7 Control Specialist. A graduate of The University of Chicago, Jen enjoys camping with her husband and two beautiful sons, lifting weights at the gym, and cheering for the Seattle Mariners.

Kevin Hauglie

Kevin Hauglie has served on the hospital board since July 2004, appointed to fulfill an unexpired term and re-elected in 2005. In addition to having been an insurance and financial services agency owner since 1985, Kevin served as Firefighter/EMT for the Fall City Fire Department for 25 years and Fire Commissioner for several of those years.  Kevin received his Insurance and Business Management Certificate-CLF (Chartered Leadership Fellow) from the American College in Philadelphia.  He is involved in all four Valley Chambers, Snoqualmie Valley Kiwanis and the Duvall Rotary club.

Emma Herron

Emma earned a Bachelor of Arts degree in History at the University of Washington and a Masters Degree in Health Care Administration at City University. She also has a Paralegal Certificate from the National Institute of Paralegal Studies held at the Seattle University campus. She is an Alumnus of Snoqualmie Citizens Academy and a former board member of the Snoqualmie Sister Cities Association.

Emma’s community involvement includes having served on the South East Regional Advisory Board for the Northwest Kidney Center where she provided input on delivering quality care to people with kidney problems. She coordinated a Pacific Asian Health Care Festival to educate the community on prevention of kidney disease, along with proper nutrition and exercise. Emma also served as a Board Member for the Mid-East King County Health and Safety Networks, an organization whose mission is to reduce violence, specifically youth violence, along with seven other “at-risk” behaviors.

A former Long-Term Care Ombudsman, Emma is a strong advocate for the rights of the elderly, disabled and vulnerable citizens federally mandated by the Older Americans Act. She is also a former member of the Bellevue Mediation Group. Emma has served as Treasurer on the Aspen Village Homeowners Board in Aspen Village at Snoqualmie Ridge. She has been a resident of Snoqualmie Valley since 2002.
